West Bengal Chief Minister Mamata Banerjee has been opposing the central government on twelve pretexts. Now Jharkhand Chief Minister Hemant Soren has also followed the path of Mamta. Recently, he has withdrawn the status of state guest from the Union ministers under the guise of Panchayat elections to be held in the state. The BJP has called it against the spirit of the federal structure.

The Hemant Soren government of Jharkhand is once again attacking the federal structure in the name of opposing the central government. This time it has withdrawn the status of guest of the state from the ministers of the central government. The reasoning behind this is that the model code of conduct is in force due to the Panchayat elections in the state. Therefore the ministers of the center or the state cannot use the government facilities. On the other hand, Arjun Munda, the former Chief Minister of the state and currently the Minister of Tribal Affairs at the Center, says that Panchayat elections are not being held on party basis, so there was no need for this decision.
It is noteworthy that if the ministers of the Center go to any state, considering them as the guest of the state, the state government makes arrangements for them to stay, eat and move here and there. Now, due to not being considered a guest of the state, the Union Minister cannot hold any meeting with the state officials. Yes, the category of security to which the minister gets it will definitely be provided.
It is noteworthy that in the recent past, 19 ministers of the Center were to visit different districts of Jharkhand. These people would review various schemes of the central government. This program was decided even before the announcement of Panchayat elections. Despite this, the state government withdrew the status of state guest from the central ministers. Supriyo Bhattacharya, a central member of the ruling JMM, has said that the party had complained to the Election Commission regarding the ban on the visit of Union ministers to Jharkhand. The Election Commission will do its job. The code of conduct is in force in Jharkhand. It is clear from his statement that the state government does not want to allow central ministers to come to the state under the guise of panchayat elections.
The state guest status was taken away from the earlier two Union ministers. These are Annapurna Devi and Kapil Moreshwar Patil. Annapurna Devi’s program was in Dumka, Giridih and Dhanbad. He was to review the central plans here. While Union Minister Kapil Moreshwar Patil was to go to Simdega.
After the decision of the state government, Annapurna Devi has returned to Delhi.
BJP has condemned this decision of the state government. BJP state president Deepak Prakash has said that the state government is attacking the federal structure of India. Efforts are being made to postpone the visit of Union Ministers to Jharkhand on the pretext of Model Code of Conduct. He also said that the programs of the Union Ministers are scheduled in different districts of the State, but the State Government is not providing them the necessary and prescribed facilities. He also said that on one hand no facilities are being given to the Union Ministers, while on the other hand every facility is being given to the Congress leaders coming to the state. Shri Prakash also said that Panchayat elections are to be held in rural areas of the state. That is, the code of conduct is applicable only in rural areas, the code of conduct is not applicable in urban body, municipality and corporation area.
What he means is that the programs of the Union Ministers are in those areas where the model code of conduct is not applicable. Then on what basis are the Union Ministers not being allowed to come to the state! It is clear that the intention of the state government is different.
